Bring back Smart Publish

Please put Smart Publish back in the Publish menu. It disappeared in the move to CMS 12 and the only thing my team can find that's even close is to the same functionality is to:

  1. Create a new Project.

  2. Make any changes in the new project.

  3. Hit Overview.

  4. Publish Items from Overview .

Not only is that not intuitive at all, but it's significantly more work (especially if you forget and make a bunch of changes in the Primary Draft, because then you have to redo them in the new Project).
