Add the possibility to choose content type availability based on site as well as parent content types

We will be using a multi site solution and we'd like to differentiate the available content types based on sites. This since we will be using different content types for each sites.

We've solved this with access groups and the likes before, but is not very convenient since it requires a release when doing any updates.

As a bonus it would be even greater if the same kind of solution would be applicable on properties as well (e.g Content area and Content Reference)

I did a quick sketch if it might help with what we'd like =)
