Disable loading on-page editing when it's not being used

If you are editing a page through the all-properties view the on-page editing view is still loading in the background.

This is unnecessary, especially when considering the on-page editing view reloads again as you manually switch to that view. (one imagined benefit to loading it in the background is a seemless switch between the two views, but this does not seem to be utilized?)


This can get problematic when using heavy frameworks like DBLocalizationProvider, which can get strained from the on-page editing constantly fetching new localization strings.
