Prevent deletion of linked images/assets from Welcome/DAM

If a Welcome/DAM image, document or other asset is linked to from a webpage or block, then prevent any user including Admins from being able to delete that image/asset.

If a user attempts to delete a asset from Welcome/DAM and that asset is being used on a block or webpage in the CMS, then do not let the user delete or otherwise modify the asset in a way that would break the "Public Link".

This is for newer customers like us who are using the "Asset Picker" from the Optimizely Content Management System to pull in assets from the "Optimizely Content Marketing Platform" (aka Welcome/DAM).
