Library - Asset public link on/off

We need a way to turn off the public link being generated upon every library upload. Public links, if available, will pull through in CMS. If not generated prior, it will not be passed to CMS and the image will not appear. Also, a lot of the assets in our library are for internal consumption only. We do still want library admins to be able to generate a public link when needed.
