User permission controls for certain modules in Content Recs

We would like users to be able to come in an learn from the insights in Content recs relating to widget uplift, topic insights etc, without being able to mess with deliveries, widgets etc. Can we create permission control to only allow read access to these modules, or have them hidden all together for certain users? Power users could then have an admin permissions to grant or withdraw access as needed.
