Return order actions should be extensible

As a developer I need to be able to do actions when a customer service agent clicks the buttons in the return order view.

I can see that many of the return order actions are performed directly in the EPiServer.Commerce.UI.CustomerService.Controllers.ReturnFormController class, and not in an extensible/replaceable service class.

For easy extension/addition, I would like to have the existing logic put into a service class with an interface behind, so I can extend or intercept it.
