Add alerts for people submitting new requests

As a traffic manager, I want to be able to let users know when a team isn't accepting new work or needs extra lead time without having to email all users so that the notification is in the system and people don't have to remember or refer back to their email.

Ideally, we could set it as a static alert across the top of the window, so we could also alert people of holidays. Or we could trigger it based on the request type.


Examples of alerts:

New website requests will not be accepted until Feb. 5.

Feb. 17 is Presidents Day. No work will be completed that day.

The Email team is short-staffed. Please add one week to all turnaround times.
