Ability for admins to edit the campaign and mandatory fields of completed tasks

System administrators should have the capability to transfer tasks between campaigns and modify essential fields even after a task has been marked as completed. Currently, the final step of the task needs to be reopened to implement these changes, which leads to discrepancies in the timeline reports for the tasks that were reopened.
