Add Text option gives a rich text field but doesn't allow upload image

In the template settings for briefs, we have an option Add Text. This option gives you a rich text field but doesn't allow uploading image in it. Had a chat with Saquif and Zahid on this and it seems the text field is there for the instructions. If it's a rich text field, it should also allow uploading image. There seems to be a discrepancy in the expectation.
