Having a "can't buy" option in the restriction groups

As a site manager, I would like to be able to create restriction groups that can't buy certain products but can see them.

Using current restriction groups and hiding products creates 404 pages for clients that can't see certain products but can still find the URL via google. Most of the time, not allowing them to buy the product would be a better behavior than hiding it.
